But he IS an economic authoritarian.
Socialism is when the government owns and controls the means of production. State capitalism/corporatism is when the private sector owns it, but the government controls it.
The US government’s “golden share” (not a sex thing) of U. S. Steel fall comfortably within the definition of corporatism.
Is Trump a socialist? No, not technically. But I don’t really care what brand of economic authoritarianism the government peddles--give me an emergent market!
Another consideration is how this might affect future investment. Will entrepreneurs start new businesses in sectors where existing competitors have the ear of the state? Maybe, maybe not. It seems to me this type of intervention will lead to reduced competition and economic stagnation.
